Foreign nationals seeking permanent residency (PR) through the Atlantic Immigration Program (AIP) must obtain a job offer from a designated employer.

On May 15, 2025, Prince Edward Island (PEI) published an updated list of designated employers, featuring 20 new names.

Further, the province has removed 14 previously recognized designated employers from its newly published list.

PEI now has a total of 364 employers who are designated under the AIP.

Be aware that an employer’s presence on PEI’s list of designated employers does not indicate that they are currently hiring.

Due to a high volume of applications and reduced number of allocations received from the federal government for 2025, PEI is only accepting applications from workers in its high-demand sectors, including healthcare, construction, and manufacturing.

The province will not endorse job offers for workers outside these sectors at this time.

Eligibility for the AIP

The AIP provides a route to permanent residency for foreign workers and international graduates who wish to live and work in one of Canada’s Atlantic provinces: PEI, New Brunswick, Newfoundland and Labrador, or Nova Scotia.

In order to be eligible for the AIP, you are required to

  • Have a job offer from a designated employer in an Atlantic province;
  • Have your job offer endorsed by the province*;
  • Have, at minimum, a one-year post-secondary credential for NOC TEER 0 or 1 occupations or a high school diploma for NOC TEER 2, 3, or 4 occupations;
  • Meet a Canadian Language Benchmark (CLB) 5 for TEER 0, 1, 2, or 3 occupations or a CLB 4 for TEER 4 occupations;
  • Have one year of work experience or a two-year post-secondary credential obtained while studying within an Atlantic province; and
  • Demonstrate that you have enough settlement funds**.

*Your designated employer is responsible for ensuring your job offer is endorsed by the province.

**The amount of money you will be required to have to immigrate to Canada through the AIP will depend on the size of your family.

Note: The National Occupational Classification (NOC) is Canada’s standardized framework for identifying and categorizing occupations according to their required Training, Education, Experience, and Responsibilities (TEER). Every occupation will fit into one of six TEER levels, ranging from TEER 0 (which requires the highest level of education and training) and TEER 5 (which covers positions with the lowest such requirements).

If you are not presently in the healthcare, construction, or manufacturing sector, you will have to pursue other pathways to permanent residency in PEI, such as Express Entry or the PEI Provincial Nominee Program (PEI PNP).

How to apply for PR through the AIP

Once you ensure you meet all education, language, work experience, and settlement fund requirements, and you’ve successfully obtained a job offer from a designated PEI employer, you must do the following:

*When the province endorses your job offer, you will be sent a Certificate of Endorsement, which you will be required to provide in order to apply to the federal government for permanent residence.

Work permits for AIP applicants

After you’ve submitted your application the AIP, you may also be eligible to apply for a special two-year work permit, which allows you to come to Canada and begin worker for your designated employer quicker.

Your employer will need to request a referral letter from PEI when they apply to get your job offer endorsed. This referral letter must be included in your work permit application in order for you to be considered.
